Hr Business Partner

Summary of Principal Job Responsibility:

This position reports to the Senior Manager, Human Resources. The incumbent is responsible to lead the overall development and implementation of Learning & Development, Performance Management, as well as supporting Recruitment and IR strategies and processes to meet the needs of the company and its subsidiaries.

Specific Job Duties and Responsibilities:

Learning & Development

Business Partnering and Strategy

a)Markets the need for training programs to others, identifying and communicating the value of training, exhibiting how training affects the bottom line.

b)Takes the time to understand others needs and expends efforts to help others learn and grow.

c)Works with Department heads and employees to define Training strategies and objectives.

d)Ensures all requests for training are dealt with professionally, ensuring the business are supported.

e)Markets the Training function by regularly communicating the outcome of training initiatives.

f)Champions necessary training programs, even when they are unpopular, clearly explaining the need and return on investment.

g)Assists the Department Heads to identify training needs.

h)Fosters relationships with others as a mentor.

i)Plans, implements and monitors core training

j)Periodically reviews and monitors the progress made towards achieving the annual Training Plan and makes recommendations and adjustments where necessary.

k)Selects appropriate procedures and methods such as group instruction, self-study, demonstrations, simulation, and role plays to ensure effective delivery of training content.

l)Encourages constant learning at all levels, promoting others to engage in self-learning.

Training Management

a)Orchestrates the development, maintenance and regular update of detailed SOP, which reflect current standards of performance, policies and procedures, work processes and business objectives within the respective Division/Department.

b)Assists with the preparation and regular update of the Training Budget, ensuring targets are met and costs are effectively controlled.

c)Ensures regular review and compilation of Job Task Lists and Task Breakdowns.

d)Assists for the preparation of the annual Training Plan ensuring that objectives fully address the business objectives and the training needs of the employees.

e)Accurately maintains training records of all employees

f)Ensures security and maintenance of the Training facilities, equipment and materials

g)Responsible for the timely completion and submission of training records and reports.

h)Administrates and claims HRDF.

Employee Communications

a)Manages the compilation, implementation and upkeep of key employee communications collateral’s such as the Employee Handbook.

b)Effectively communicates core values and behavioral initiatives to all employees.

People Management

a)Instills the HR philosophies of the company, working closely to ensure that Managers and Supervisors take an active role in the development of employees.

b)Monitors employee morale and provide mechanisms for performance feedback and development.

Performance Management

Recruitment

a) The BP is fully responsible for the managing of the recruitment process, implementation of recruitment innovations and development of recruitment pipelines to fulfill recruitment needs of the company and its subsidiaries.

b) Able to implement recruitment strategies and focus on recruitment, sourcing, interviewing and selecting highest caliber candidates in line with the requirements of hiring executives and key stakeholders.

c) Required to work closely with Business Unit Heads and hiring manager on the development of the Job Specification & Job Description in order to understand and fulfill their recruitment needs.

d) Have in place a Recruitment Dashboard to monitor variance, update attrition trends or update status of each headcount request while ensuring the recruitment targets and KPIs are met

e) Able to draw up the recruitment advertisement and be resourceful to optimize social media recruitment and explore beyond traditional channels of recruitment.

f) Responsible in updating Recruitment Dashboard

g) Eyeball and manage hiring request vs. current manpower budget

h) Provide comparison on most effective and cost saving recruitment process in order to maintain and meet yearly recruitment budget - Head-hunter / Online portal

i) Responsible on all job advertisement process

j) Support and train subordinates to screening of Candidate

k)Ensure all interviewing arrangement are observed at all time

l) Perform and sit in for all Interview activity

m) Recruitment SOP Updates as deemed necessary

Employee Referral Program

a) Ensure that all employee referral process is properly administered

b) Manage monthly online Job portal clean-up to ensure accuracy in attracting the right talent

Job Description Process / On-boardingManagement

a) Maintain and be responsible in ensuring that all JD are current to the existing roles in the organization

b) Responsible for all On-boarding process of New Joiners

c) Ensure all New joiner documentation are accurate and collected in a timely manner

d) Manages and ensure that all remuneration and benefit of project employee vs cost of project are properly extended to avoid losses in revenue

e) Responsible in the accuracy of all Contract of Employment issued – benefits and employee entitlement

f) Perform all manpower request verification to entire that are its on accordance to approved budget and SOP of company salary range

Off-boardingprocess

a) Clear understanding of exit interviews and also management on retention / attrition / career path planning

b) Responsible in updating and managing Master Remuneration file to support Operation in offers made to project employee


Industrial Relations

a) Good knowledge of Industrial Relations process

b) Good understanding on Employment Act 1955

c) Able to conduct disciplinary process and perform counseling as needed

d) Ensures all employee disciplinary issues at managed in a timely manner with no risk to company

Job Requirements:

Education: Diploma & above in any related field
Working Experience: Minimum 3 years working experience in managing end-to-endrecruitment / IR / L&D process.process.
Language Proficiency:Fluent in written and speaking English, Bahasa Melayu and with good presentations skills. Proficiency in Mandarin will be added advantage.
